  13. <p>   [Text] Durban April 24 SAPA--Transkeian leader Maj-Gen
  14. Bantu Holomisa said on Wednesday [24 Apr] homeland states had
  15. no place in a future democratic South Africa. "These homeland
  16. structures are transitory and should under no circumstances be
  17. seen as a feature of a future non-racial and non-ethnic South
  18. Africa," he said at a luncheon hosted by the Institute for a
  19. Democratic Alternative for South Africa.
  20. </p>
  21. <p>   "The perpetuation of ethnicity and tribalism in any guise is
  22. a doomed strategy," Gen Holomisa said. In his speech he also
  23. said Parliament would have to give way to a forum that would
  24. hammer out a democratic constitution.
  25. </p>
  26. <p>   "It will be necessary at a certain stage that...The South
  27. African Parliament be dissolved in favour of a truly democratic
  28. negotiating forum which should be charged with the
  29. responsibility.
  30. </p>
  31. <p>   "A lasting and acceptable solution will be grassroots
  32. participation by all the people of South Africa in making
  33. decisions on a future constitutional model," he concluded.
